Sacm first slice prompt

Use docs/sacm/prompts/sacm-first-editable-slice-prompt.md.

The project decision changed from a read-only minimal round-trip slice to an editable minimal vertical slice. The first slice now includes creating packages and claims, previewing/applying deletes, validation, strict XMI save/load, and semantic round-trip.
